I am not blind to the needs of the Imperium, but nor am I blind to the realities of the hearts of men. I hear men speak of knowledge and power as though they are abstract concepts to be employed as simply as a sword or gun. They are not. Power is a living force, and the danger with power is obsession. A man who attains a measure of power will find it comes to dominate his life until all he can think of is the acquisition of more. Nearly all men can stand adversity, but few can stand the ultimate test of character, that of wielding power without succumbing to its darker temptations.

Peering into the darkness to gain knowledge of the Warp is fraught with peril, for it is an inconstant place of shifting reality, capricious lies and untruths. The seeker after truth must have a care he is not deceived, for false knowledge is far more dangerous than ignorance. All men wish to possess knowledge, but few are willing to pay the price. Always men will seek to take the short cut, the quick route to power, and it is a man’s own mind, not his enemy or foe, that will lure him to evil ways. True knowledge is gained only after the acquisition of wisdom. Without wisdom, a powerful person does not become more powerful, he becomes reckless. His power will turn on him and eventually destroy all he has built.

I have walked paths no man can know and faced the unnameable creatures of the Warp. I understand all too well the secrets and dangers that lurk in its hidden darkness. Such things are not for lesser minds to know; no matter how powerful or knowledgeable they believe themselves to be. The secrets I have shared serve as warnings, not enticements to explore further. Only death and damnation await those who pry too deeply into secrets not meant for mortals.

I see now I have allowed my sons to delve too profoundly into matters I should never have permitted them to know even existed. Let it be known that no one shall suffer censure, for this conclave is to serve Unity, not discord. But no more shall the threat of sorcery be allowed to taint the warriors of the Astartes. Jest też kwestia jak edykt Imperatora wprowadzali w życie kolejni Primarchowie.

Część go wykonała (Dorn, Curze), część wykonała a potem zmieniła zdanie (Guilliman, Lion), część kontynuowała Librarius w ukryciu (Alpharius) a Magnus zanegował edykt otwarcie.

Natomiast najdziwniejszą rzecz zrobił CORAX.

Na początku go nie wykonał i normalnie używał librarianów, ale w momencie gdy Herezja rozgorzała w pełni (i piekło wojny spowodowało że wszyscy na nowo zaczęli korzystać z librarianów) CORAX poczuł się winny i rozwiązał librarius (!). Zrobił to na krótko przed oblężeniem Terry. WTF?

Opowiadanie Weregeld (Gav Thorpe 2016) pokazuje m. in. moment kiedy Corax rozwiązuje Librarius i odsyła swojego głównego librariana na Terrrę, podczas gdy sam z dramatycznie małym wojskiem próbuje pomóc Leman Russowi w walce z Alpha Legionem:

Spejs Wolfy są w tej sprawie wyjątkowo głupio-bezczelne. Za każdym razem jak ktoś się do nich przypiernicza o Rune Priestów (psykerów) to strzelają podobną gadkę jak Helik Redknife który został wysłany do Blood Angeli przez Malcadora.
Azkellon, szef Sanguinary Guardów oburzony widokiem towarzyszącego Redknifowi - Jonora Stiela (Rune Priesta) powiedział:

‘Not only do you break the simple rules of fleet protocol, but you also defy the Emperor’s edict.’ He jutted his chin towards the Rune Priest.
‘You know that psykers are no longer permitted within the Legiones Astartes.’ The cleric answered in a tongue that Azkaellon could not understand, but he knew enough to recognise a Fenrisian dialect when he heard it.
Redknife gave a brief nod. ‘My battle-brother Stiel is not a witch-mind, Blood Angel, and he forgives you for your error. It is a common misconception.’
‘Can he not tell me that himself, in Imperial Gothic?’
‘No,’ said the captain. ‘My skald speaks in our ancient way. It is a tradition, you understand?’ ‘I don’t.’ Azkaellon’s tone grew colder. ‘And I say again: the Decree of Nikaea has forbidden the use of psychic powers. Your… priest… should be returned to the rank and file, not allowed to treat with the warp.’
Stiel made a hissing noise, but Redknife silenced him with a look. ‘His power is pure. It comes from Fenris, as does mine. That is the explanation I will give you, the only explanation.’

Poza tym Wilki mają trochę racji. Imperator w swoim edykcie mówił „it is my will that no Legion will maintain a Librarius department”, czyli jak my to mówimy RAW domagał się rozwiązania Librariusów, w poszczególnych legionach, a Wolfy nigdy formalnie żadnego Librarius departamentu nie miały.
Chodziło o to , że tak jak Lorgar „apostołował” by we wszystkich legionach tworzyć słynne loże wojowników, tak Magnus „apostołował” by w każdym legionie zakładać Librariusy. A ostrze edyktu Nikei było wymierzone właśnie przeciwko Magnusowi i jego „apostołowaniu”. Wilki robiły swoje na Fenrisie, ale nikomu nie wpadłoby do głowy by to promować gdziekolwiek indziej.

Dowiedziałem się za to kto był pierwszą trójką promującą Librarianów w legionach astartes - Magnus, Sanguinius i Jagathai Khan:
